How to read police camera budgets and purchase approvals
Read the record behind a police camera cost. Budget lines, approval amounts, installed locations and operating totals describe different things.
Guide reviewed .
Check the fiscal year and column heading
Versailles's estimated capital-expenditure table lists $50,000 for Flock plate readers in its 2025-2026 budget column. The neighboring prior amended-budget column also shows $50,000. The fiscal period runs July 1, 2025 through June 30, 2026. These column labels describe budget allocations, not verified payments or signed contract terms. Source.
Match the amount to its own resolution
Shelbyville's February 1, 2024 minutes separate the Flock camera-system funding item from a police field-equipment resolution. The $38,000 amount belongs to the field-equipment item on the next page. It does not establish the Flock project price. The Flock discussion describes a two-year contract without supplying the executed agreement, exact service dates or payment history. Source.
Distinguish payment authorization from a cleared payment
St. Matthews's May 26, 2026 council minutes approve listed expenditures and checks. The warrant table identifies $15,000 for Flock Safety police service-contract software. That record authorizes payment of a listed invoice. It does not establish that a payment cleared, the complete contract value, equipment quantity or service dates. Keep the table's supplier and software description attached to the amount. Source.
Read expiration and renewal columns separately
The University of Kentucky's register updated August 11, 2023 lists Flock Group, Inc. in entry UK-9287. It places November 8, 2023 in the expiration column and 2026 in the renewable-to column. Those labels are distinct. The register does not establish an exercised renewal, current service, a police deployment, price or equipment quantity. Keep this historical university-wide procurement entry separate from the police department's drone disclosure. Source.
Check whether a total includes prior years
Paris's FY 2026 capital plan uses different total scopes for project 24PD03. The summary lists $120,000 excluding prior years, while the project sheet includes $60,000 from the prior year in its $180,000 total. These are differently scoped planning totals, not evidence of two contracts or payments. The same sheet's ten-camera project scope does not establish ten currently installed cameras. Source.
Keep an authorization amount separate from a signed agreement
Ashland's published summary of Ordinance 99, 2026 records acceptance of a proposal and authorization for a $479,990 Motorola Solutions agreement for the BRINC MSI Takeoff DFR program. The reviewed record is a certified title summary. It does not supply the executed agreement, payment history, service term, fleet quantity or launch evidence. Source.
Keep an annual lease charge separate from an accounting value
Hopkinsville's FY 2025 report describes Flock cameras leased for five years at $58,792 per year. It separately records $288,885 as the present value of lease payments. That accounting label does not establish the executed contract price or payments actually made. The note supplies month-level dates, not exact start or end days. A quantity from an earlier authorization does not establish a unit price for this lease. Source.
Read a planned addition as a plan
Paducah's July 8, 2025 meeting account reported 21 LPR systems in use and approval of a renewal and expansion with 11 more planned. That account establishes what the city said and authorized at the meeting. Approval alone does not verify the additional installations or their dates. Source.
Follow the later record without adding the same expansion twice
Paducah's 2025 annual report separately reports 11 new camera locations installed during 2025 and 32 Flock cameras deployed since 2023. Keep new locations and the reported camera total distinct. Adding 11 to 32 would count the expansion again. The report does not give an exact inventory day or establish current activity at every location. Source.
Leave unit prices and recurring charges unknown when the record cannot support them
The reviewed Versailles budget line provides an allocation without an equipment quantity or executed service terms. Dividing that allocation by a camera count from another record would not establish a verified price per camera. Check a matching agreement and billing record before describing an annual charge, unit price or actual payment. Source.
A reallocated budget is not a camera purchase
Taylor Mill's August 12, 2026 minutes record unanimous approval to redirect money previously allocated for Flock cameras to replacement police rifles. The twelve items in the paragraph are rifles; the following $110,000 allocation concerns a firehouse generator. This item supplies neither a Flock camera quantity nor its contract price. A budget reallocation also does not establish that every camera program has ended. Source.
Read account distributions before adding payment rows
Dayton's March 2025 check-detail report repeats check 11535, dated March 20, with Flock Safety and -$6,800 under checking and accounts payable. The repeated check identifier and different distribution accounts do not establish two payments totaling $13,600. Keep the report month, check date, amount sign and account labels attached. The ledger does not establish bank clearance or complete contract terms. Source.
Questions and answers
Does a camera budget line show what the city paid?
It shows the amount in the labeled budget column. A payment claim needs a corresponding payment or billing record.
Is an ordinance authorization an executed contract?
An authorization can establish an approved proposal amount. The reviewed Ashland title summary does not supply the signed agreement or payment evidence.
Can a planned camera addition be counted as installed?
Approval alone does not verify installation. Look for a later record that identifies completed work and keep its date and unit attached.
Does an annual report establish the current operating total?
Keep the report year and stated count scope. The reviewed Paducah report does not establish an exact inventory day or current activity at every location.
Is a lease present value the amount the city paid?
Keep the accounting label. The reviewed Hopkinsville lease note distinguishes the annual charge from the present value and does not supply payment history.
Why can two tables show different totals for the same camera project?
Check the column headings. In the reviewed Paris plan, one total excludes prior years and another includes them. Neither table is a payment ledger.
Can a nearby amount in meeting minutes be treated as the camera price?
Match the amount to the named item. In the reviewed Shelbyville minutes, $38,000 belongs to the separate field-equipment resolution, not a verified Flock price.
Does an approved invoice list prove that the supplier was paid?
The reviewed St. Matthews minutes authorize payment of listed invoices. They do not provide a cleared-payment record or the complete contract value.
Does a renewable-to year prove that a contract was renewed?
The reviewed UK register has separate expiration and renewable-to columns. It does not establish that an extension was exercised or service remained active.
Does moving Flock budget money prove cameras were removed?
No. Taylor Mill's August 12, 2026 minutes document a funding reallocation. They do not establish camera installation, completed removal or termination of every camera program. Match a spending decision to separate implementation records.
Can repeated check rows be added as separate camera payments?
Check the identifier and distribution accounts. Dayton's reviewed ledger repeats one check across accounting distributions; it does not establish two separate payments.
