Emergency location and selected recipients
How emergency calls and SOS can share location
Emergency location delivery, personal contacts and satellite messages follow different paths. A normal location-permission switch does not describe all of them.

An ordinary location switch is not the whole emergency path
Google says emergency services or a mobile carrier can still send a Pixel's location during an emergency call or text when ordinary device location is off. Even with ELS off, the carrier might still deliver location. Google: Pixel emergency location, carrier delivery and ELS settings
Google distinguishes responder delivery from ELS analytics
Where supported, Android Emergency Location Service activates for a local emergency call or text and sends location directly to authorized emergency partners. Google says later de-identified ELS analytics can reach Google without the responder location or information identifying the caller. Google: Pixel emergency location, carrier delivery and ELS settings
Apple describes emergency location and Medical ID separately
Apple says Emergency SOS calls may include location despite Location Services being off. Location and encrypted Medical ID, if enabled, can pass through Apple to supported emergency services. Apple says it cannot read that Medical ID information. Apple: safety-feature location, encrypted Medical ID and satellite messages
Personal emergency contacts can receive later updates
Apple's iPhone guide says emergency contacts can receive a text after the call unless canceled, including available location and location updates for a period afterward. That personal-contact sharing is distinct from providing information to emergency responders. Apple: Emergency SOS settings, contacts and optional media sharing
Satellite emergency messages have a different delivery path
Apple says Emergency SOS satellite texts are encrypted in transit but decrypted by Apple for delivery to emergency services or a relay provider. Location also reaches routing and relay providers. Those services may retain messages under their stated service and legal purposes. Apple: safety-feature location, encrypted Medical ID and satellite messages
Shared media can become an emergency-service copy
Apple documents optional live video or selected photos and videos at an emergency service's request. The service can retain a copy. Apple: Emergency SOS settings, contacts and optional media sharing
