Who can search Flock data?
How authorized access differs from data sharing, using Flock's policy and published Kentucky police rules.
Guide reviewed .
The customer assigns access
Flock's LPR policy says customer administrators and authorized end users can access that customer's data. The company also describes specified support access. It says search details are logged for audits. This describes the vendor's access framework, not a public search portal. Source.
Louisville limits direct searches by role
Louisville's September 26, 2026 policy limits direct search access to trained staff in authorized investigative or analytical roles. Other members request searches through the Real Time Crime Center. The policy requires documentation and provides a process for external agency requests. Source.
Lexington requires individual credentials and audits
Lexington's published order requires trained employees, individual credentials and a reason for each search. It calls for audits at least quarterly. The order also provides for release to authorized and verified law enforcement officials for legitimate purposes. It is not a list of current sharing partners. Source.
Ask about access and sharing separately
A policy can name who may use a system without naming every organization whose data is available to those users. For a fuller picture, look for the current sharing configuration, interagency agreements, access roster, training requirements and audit results. A written prohibition is evidence of a rule, not proof that misuse never occurs.
