Flock camera removal and stored data

Read camera shutdown and removal records carefully. Covered hardware, disabled accounts and deletion of retained plate data require different evidence.

Guide reviewed .

Read the action the city actually reported

Bellevue announced that its Flock cameras had been covered. That statement describes covered hardware. It does not independently establish technical deactivation, disabled accounts, an ended contract, removed equipment or deletion of old records. Keep those questions separate when reading a shutdown announcement. Source.

Separate a suspension motion from completed shutdown

Georgetown's posted October 12, 2026 minutes record a 5-3 motion to suspend the ALPR and Flock camera programs pending review and a public forum, with a request to cover the cameras. Those minutes appear in the October 26 packet with blank approval lines; that future agenda asks for their approval. The recorded motion does not verify each device's condition, disabled accounts, contract termination, equipment removal or deletion of stored records. Source.

Look for a completed removal account

Fort Mitchell's August 31, 2026 minutes report that officer access and sharing had been turned off, cameras unplugged and the program cameras removed by Public Works. Disconnected solar panels remained. These are distinct reported actions. The minutes provide a historical city account, not an independent current equipment or permissions audit. Source.

Keep an inactive device separate from a removed device

Erlanger's August 27, 2026 minutes say all Flock cameras had been removed except an inactive fifth device awaiting removal. That fifth device was separate from the four-camera MeetNKY-funded arrangement. The meeting date and the September 3 publication date describe different events. This account does not establish a current inventory. Source.

Check retained records separately

A hardware removal account does not document what happened to every stored record. Fort Mitchell's removal passage does not specify disposal of past reads, preserved evidence or records already shared. A statement that equipment was removed is not a deletion report. Leave the data disposition unknown until a record addresses it. Source.

Read the retention rule and its exceptions

Bellevue Policy 17.6, implemented March 19, 2026, sets a 30-day maximum unless Kentucky law or applicable records schedules require longer. It also requires preservation of data with evidentiary value. Those written provisions describe retention and preservation rules; they do not demonstrate that deletion occurred after the later covering announcement. A policy is not an audit of actual disposal. Source.

Ask what evidence would resolve the unknown

Use the policy to identify the record types at issue. A useful follow-up separates ordinary plate data, evidence preservation, audit documentation and any copies held by another recipient. Ask which records were deleted, which remain, who retains them and the dates involved. Bellevue's policy separately addresses retaining audit documentation and preserving evidentiary data, so one image-retention number cannot answer every question. Source.

Questions and answers

Does a covered camera prove stored plate data was deleted?

No. A covering notice and a record of data disposal establish different things. Read what the notice actually says and leave unaddressed data disposition unknown.

Can a shutdown announcement establish zero cameras in the whole city?

Do not infer a citywide current total from a dated account about one program. Keep the agency, equipment scope, exceptions and observation date attached to the statement.

Does a retention deadline prove compliance?

No. A written period, its exceptions and evidence of actual deletion are separate. Preserved evidence and audit documentation may be governed by different provisions.

Does a council suspension motion prove every camera was removed?

No. Georgetown's posted minutes describe a suspension motion and a request to cover cameras. Approval status, implementation, account access, contract closure, equipment removal and stored-data disposal require their own evidence.
