Significant Locations & Routes learns patterns on your devices
Apple says signed-in devices can keep track of recently visited places, visit timing and frequency, and routes, to learn places and routes significant to the user. The information supports personalized services and can be shared with supported apps through separate choices. Apple: Significant Locations & Routes and app-sharing scope
Visited Places is an additional sharing choice

The same account can make history available on other devices

Encrypted personal history does not describe every Maps request
The Maps notice separately lists information sent to Apple, including request time, device/software details, permitted device location, map viewport and interactions such as searches. Directions requests can include route origin, destination, transport mode and a navigation-session identifier. Apple: Maps sync encryption, visited places and service requests
Maps has several separate history controls
Apple documents separate controls for visited places, retention, significant locations and recent searches. One cleared list is not an inventory of every Maps data category. Apple: Maps visited-place history, retention and clearing controls
