Find the entity holding the records
The Governor's ombudsman page says there is no central public-records repository. Send the request to the holding agency's official contact, using the Administration and Information contact list or the entity's current website. Wyoming Governor: current ombudsman process
Administration and Information publishes its own request email and links to other entities' designated contacts. Its own inbox is not a substitute for sending a police request to the entity holding those records. Wyoming Administration and Information: request routing
The Legislature's 2025 Wyoming analysis describes access by any person during reasonable business hours, subject to exemptions. Public records can include electronic public-business information. Existing contracts, policies, retention schedules and sharing agreements are useful categories to request; their existence or full disclosure is not assumed. Wyoming Legislature: 2025 records research
Keep the receipt date and release date separate
The published section 16-4-202 uses acknowledged receipt: seven business days for specified unavailable/in-use notices; immediate forwarding for in-use/storage records; immediate release of readily available records if other duties are not impeded. General release is within thirty calendar days, subject to good cause and a mutually agreed specified date. The statute provides ombudsman/court review of good cause. Preserve both delivery and acknowledgment. Wyoming Legislature: published Public Records Act
The official SF0049 page shows failed introduction on 02-09-2026. Its proposed three-business-day acknowledgment, ten-calendar-day release and other changes are not treated as enacted merely because a bill displays a proposed effective date. Wyoming Legislature: SF0049 actual status
The separate official digest confirms that failed introduction. A bill draft or interim working paper should not replace the published Act for this request. Wyoming Legislature: official SF0049 digest
Ask for existing electronic records and protected portions
Section 16-4-202 requires alternative electronic file types unless impractical or impossible, but does not require new compilation/extraction/documents and protects system integrity. Section 16-4-203 has qualified investigatory/security and mandatory confidentiality exceptions. Requesting governance records does not make every provision public. Wyoming Legislature: published Public Records Act
The 2025 analysis distinguishes discretionary public-interest exceptions from mandatory protections, including privacy, trade secrets and security information. That summary is read with the current published text, rather than treated as a complete current exemption inventory. Wyoming Legislature: 2025 records research
Confirm the fee authority and scope
The legislative analysis distinguishes reasonable copy/supervision costs and specifically prescribed fees from a charge simply for inspection. Ask for the applicable adopted authority and estimate; electronic construction costs can also matter. The statewide Act does not provide one universal numeric police-request fee. Wyoming Legislature: 2025 records research
Administration and Information links procedures and fee materials. The linked file's title includes proposed rules; that link alone is not independent confirmation of a complete current rule inventory or a universal local fee rate. Confirm the holding entity's operative schedule. Wyoming Administration and Information: request routing
For example, Health directs its own written requests to its privacy/contracts office by mail or email and identifies a 2016 state rule schedule. That is an agency-specific route, not a police-request clearinghouse. No Health inbox or generic state contact is used to submit this sample. Wyoming Health: agency-specific request and fee route
Copy and adapt the request
Replace brackets and narrow dates/categories. Use the holding entity's designated contact and preserve delivery evidence. The template does not send a request, accept an estimate or agree to an extension. Wyoming Administration and Information: request routing

To: [Designated public records person of holding Wyoming governmental entity]
Date: [MM-DD-YYYY]
Subject: Public records request: plate-reader governance
Under the Wyoming Public Records Act, I request these existing records held by [entity] for [start date] through [end date]:
1. Written plate-reader operating policies, authorized-use rules, retention schedules and audit procedures effective during the period.
2. Executed equipment and data-service contracts, amendments, purchase orders and invoices during the period.
3. Existing executed data-sharing agreements and existing lists of sharing partners effective during the period.
4. Existing aggregate compliance or audit reports for [narrow date range], subject to lawful withholding or redaction.
These categories do not assert that this entity uses the technology or holds every record. I seek existing governance and spending records, not new research, individual detections, movement histories or sensitive security details.
Please confirm receipt and identify any clarification needed. I prefer an existing electronic copy to [email]. Please identify any impractical format request, security limitation or proposed construction cost before proceeding.
If good cause prevents release within the applicable period, please explain the issue and propose a specific release date for discussion. This request does not itself agree to a later date.
For any denial, I request a written statement citing the applicable law or regulation. Please consider releasable portions where protected information can be removed.
Before charges exceed [$ amount], please provide an itemized estimate and the applicable authorized fee schedule. This request does not authorize charges above that amount or assert automatic fee-waiver eligibility.

Request the written basis and check the correct review route
Under section 16-4-203(e), request a written denial statement citing law/regulation. Section 203(f) addresses missed mutually agreed dates and noncompliance with specified ombudsman orders, with district-court or ombudsman routes. Check the applicable ground and procedure promptly rather than assuming one universal appeal deadline. Wyoming Legislature: published Public Records Act
The ombudsman offers no-cost guidance/mediation, possible timelines and case-by-case fee relief, but cannot compel release, give binding legal opinions or represent a requester. Its FAQ says there is no fixed resolution period and no required mediation step before district court. An unhappy mediation outcome leads to a possible court case, rather than an appeal from a binding ombudsman decision. Wyoming Governor: current ombudsman process
The office provides online and paper complaint links and its email. After contacting it, its instructions ask participants to direct further questions through the ombudsman. Preserve the request, delivery/acknowledgment, correspondence, dates and fee estimate to explain the dispute accurately. Wyoming Governor: current ombudsman process
The 2025 legislative analysis describes district-court review of withholding and possible statutory penalties. Those are judicial processes with required findings, not automatic payment or a guaranteed requester attorney-fee award. Verify current filing/service and remedy rules before using a court route. Sources and scope
Seven primary sources checked 10-24-2026. Actual published Title16 sections201through205, selected Wyoming portion of the 2025 legislative memorandum, current rendered ombudsman body/expanded FAQs, Administration and Information and Health routing, actual2026SF0049 body/status and its one-page digest were read. The A&I-linked fee file was reached but its full current rule status was not independently verified; no numeric universal fee is claimed. This is not an exhaustive amendment, exemption or case-law audit.
