Ask the holding agency for existing records

G.S. 132-6 places access duties on the records custodian. It allows inspection by any person at reasonable times and requires copies as promptly as possible, subject to lawful fees. It does not set a general five- or ten-business-day period for these requests. North Carolina: access and prompt copies

G.S. 132-6.2 says an agency need not create or compile a nonexistent record. Narrow the dates and describe existing governance documents rather than asking the agency to write a new analysis. North Carolina: copy formats and charges

Separate governance documents from captured plate data

G.S. 20-183.32(e) makes captured plate data obtained under the ALPR article confidential and outside the public-record definition. This template excludes captured plate records, images, individual travel histories and raw plate-query results. It does not promise that every oversight-document field is public. North Carolina: confidential captured plate data

G.S. 20-183.31 requires covered law-enforcement agencies to adopt written policies before operating an ALPR system. Required subjects include retention, sharing, training, supervision, access security and annual or more frequent auditing and reporting to agency leadership. It also requires maintenance and calibration schedules and records on file. These requirements help identify governance records to request; they do not prove a particular agency's compliance. North Carolina: written ALPR policies

Ask for accessible portions and workable delivery

G.S. 132-6 permits qualifying public online access as a way to supply records. It also says confidential and nonconfidential material being mixed is not a reason to deny the entire request; the agency bears the separation cost. A public link that allows viewing and saving or printing may satisfy the access requirement. North Carolina: access and prompt copies

Review copying and special service charges

G.S. 132-6.2 generally limits uncertified-copy fees to actual reproduction costs unless another law applies. It also permits reasonable actual-cost special charges for the extensive technology or staff work described in that section. Request an itemized estimate before committing to costs. For a fee believed unfair or unreasonable, the section offers mediation through the State Chief Information Officer or designee. North Carolina: copy formats and charges

Copy and adapt the request

Replace every bracketed field, use the holding agency's records contact and keep a copy. This site does not submit the request.

To: [Holding agency's public records custodian]

Date: [MM-DD-YYYY]

Subject: North Carolina public records request: plate-reader governance documents

I request electronic copies or accessible public links for the following existing records held by [agency] for [start date] through [end date]:

1. Written plate-reader use policies, retention schedules, operator training materials and supervisory oversight procedures effective during the period.

2. Executed equipment and data-service contracts, amendments, purchase orders and invoices during the period.

3. Existing sharing-policy documents, sharing-partner lists and executed sharing agreements effective during the period, subject to applicable law.

4. Existing aggregate system-use or compliance audit reports submitted to agency leadership during the period, excluding confidential captured plate data and investigative details.

5. Existing maintenance and calibration schedules and records for the system during the period, subject to lawful exemptions.

This request does not seek captured plate data, plate images, individual vehicle-location histories or raw plate-query results. It concerns existing governance and oversight documents, not a new report or compilation.

Please provide accessible records as promptly as possible. If some records require additional processing, please identify the remaining categories and expected timing.

Please provide an itemized estimate before charges exceed [$ amount], including the basis for any special service charge. I can discuss narrowing the request.

For withheld portions, please identify the applicable legal basis and supply the nonconfidential remainder.

Distinguish information help from court enforcement

The Department of Justice lists its Open Government Unit as an information contact for obtaining records. Its information service should not be treated as a court order compelling production. North Carolina DOJ: open-government information

G.S. 132-9 provides a court route for denied access, with jurisdiction conditioned on compliance with G.S. 7A-38.3E. Check the appropriate court procedure rather than importing another state's Attorney General appeal process. North Carolina: court disclosure route

G.S. 7A-38.3E permits agreed mediation before a civil action and requires mediation initiation after filing, no later than 30 days after responsive pleadings are filed. It specifies a court form, notice procedure and written waiver provisions. Review those rules before filing or relying on a deadline; the initial request template is not a mediation or court filing.
