Find the holding body's custodian

The Attorney General directs requests for another agency's records to the body that created or retains them. Its office is not a statewide repository. For local police governance records, find the department's custodian and current contact instructions. Missouri AG: records and complaint routes

The AG encourages written requests to preserve what was requested and when. Its FAQ says a public body can ask for a form but cannot require its use. The template below is a written starting point. Missouri AG: records and complaint routes · Missouri AG: response and form FAQ

Track the initial response and any later production

Section 610.023.3 requires action as soon as possible, no later than the end of the third business day following receipt by the custodian. If access is delayed, it requires a detailed reason, place and earliest inspection time and date. Production may exceed three days for reasonable cause. Missouri law: custodian and response

The AG's FAQ separately explains this distinction: the initial response deadline does not guarantee that all requested records will be produced within three days. Save the explanation and anticipated availability information. Missouri AG: response and form FAQ

Ask for an estimate and answer fee or clarification notices

Section 610.026 permits a pre-production cost estimate on request. Its fee rules distinguish standard paper copies from electronic and other formats, and address staff, research and programming costs. Ask for a breakdown before accepting charges. Missouri law: fees and withdrawal notices

The version effective 08-28-2025 includes withdrawal rules for unpaid fees and unanswered clarification notices: generally 90 days, or 150 days when requested fees exceed $1,000. It specifies required notices and an exception where a lawsuit concerning the records has been filed. Read and answer the actual notice promptly. Missouri law: fees and withdrawal notices

Request written grounds for a denial

Under section 610.023.4, a requested written statement must cite the specific legal provision for denial. It is due by the end of the third business day following the custodian's receipt of the request for that statement. This is a separate request and clock. Missouri law: custodian and response

Copy and adapt this request

Replace every field, use a narrow audit-log period and keep the sent request and responses. Requested records remain subject to applicable closure provisions. This site supplies the template and does not send it.

Review the Attorney General complaint route if access is disputed

After an unsuccessful attempt to obtain records directly from the holding body, the AG's Sunshine Law page offers a complaint route. The office reviews possible violations in the state's interest and explains that it cannot act as the requester's attorney. Preserve the request, responses, estimates and denial grounds.
