Find the holding agency and ask for identifiable records
The Act covers public-business records held by state and local public bodies, subject to exemptions. It grants access to any person; this guide does not add a Mississippi-residency declaration. Find the holding agency's official records contact and published process, rather than sending a police request to the Ethics Commission. Mississippi Ethics Commission: published Act
The Commission's model guidance distinguishes an identifiable existing record from a demand for answers or new legal research. Ask for dated policies, executed contracts and existing reports. Narrow the dates and categories, preserve delivery evidence, and respond to clarification questions. The 2010 model is guidance; its older timing discussion is not substituted for later law. Count working days and check the procurement exception
Section 25-61-5 provides one-working-day access after a written request when a public body has no adopted written procedures. Otherwise its procedures cannot authorize production or denial later than seven working days. If production cannot occur by then, a specific written explanation must promise production and explain why. The ordinary outer limit is fourteen working days from original receipt unless the parties mutually agree, subject to applicable exceptions. Mississippi Legislature: enacted 2024 text
Enacted 2024 legislation removed the older sealed-proposal exception and added subsection (4): preparation or conduct of competitive procurement pauses the section's time limits until the public body abandons issuance, cancels, or names its intended awardee. Ask which procurement and event apply. This is not an automatic extra fourteen days for every executed contract. The same text has a July 1, 2028 repealer; that future date is not a present suspension of access. Mississippi Legislature: enacted 2024 text
The official history records approval on April 30, 2024 and an effective date of July 1, 2024. The Commission's online Act copy still displays superseded procurement wording, so this guide cross-checks enacted text instead of repeating that wording. Mississippi Legislature: enactment history
The 2025 section index lists two measures that died in committee. The 2026 index lists three that also died in committee. Proposed language in those measures is not treated here as enacted law. These selected indexes are not a complete exemption or case-law audit. Mississippi Legislature: 2025 section index · Mississippi Legislature: 2026 section index
A January 12, 2026 Commission order explains how prompt clarification and a clarified request affected the response calculation in that case. Preserve both versions and their receipt dates; neither an ambiguous request nor the number fourteen alone settles every timing dispute. Mississippi Ethics Commission: January 2026 order
DFA's procurement rules, effective September 6, 2024, independently describe the procurement pause and distinguish awarded-contract access. Their specific scope should not be mistaken for every local agency's entire procedure. Mississippi DFA: procurement access rules
Check costs, formats and lawful redactions
Section 25-61-7 permits actual search, review, duplication and applicable mailing costs, using the lowest-level competent employee or contractor pay scale for staff/services, collected in advance. Its separate electronic-data provision permits qualified creation/acquisition/maintenance fee scales. Request the basis and estimate rather than assuming every emailed document is free. Section 25-61-10 addresses maintained formats and software without guaranteeing a new custom report. Mississippi Ethics Commission: published Act
The enacted text requires nonexempt portions and written denials with the specific exemption. Ordinary redaction charges are limited to reasonable actual cost. Third-party trade-secret/commercial claims have a notice process and qualified twenty-one-day release rule unless a timely protective petition is filed. A vendor label alone does not resolve disclosure. Mississippi Legislature: enacted 2024 text
DFA's rules identify services, unit/overall prices and term in awarded personal/professional-service contracts as public under the specified provision. That does not establish that every paragraph, security detail or local contract is public. Mississippi DFA: procurement access rules
Other confidentiality law remains relevant. Police investigative reports have an exemption, while the Act separately addresses public incident reports and protected victim information. A governance request does not demand private detections or override safety, privacy or confidentiality protections. Mississippi Ethics Commission: published Act
Copy and adapt the request
Replace brackets, keep only needed categories, and check the holding agency's published submission route. This sample is an initial request. It neither accepts a cost estimate nor submits a complaint or agrees to extend time. Mississippi Ethics Commission: model rules

To: [Public records officer for the Mississippi agency holding the records]
Date: [MM-DD-YYYY]
Subject: Mississippi Public Records Act request: plate-reader governance
Under the Mississippi Public Records Act, I request copies of these existing records held by [agency] for [start date] through [end date]:
1. Written plate-reader operating policies, authorized-use rules, retention schedules and audit procedures effective during the period.
2. Executed equipment and data-service contracts, amendments, purchase orders and invoices during the period.
3. Existing executed data-sharing agreements and existing lists of sharing partners effective during the period.
4. Existing aggregate compliance or audit reports for [narrow date range], subject to lawful withholding or redaction.
These categories do not assert that this agency uses plate readers or holds every record. I seek existing governance and spending records, not new research, individual detections, movement histories or sensitive security details.
Please provide an electronic copy in an existing maintained format to [email]. Please identify any format limitation.
Please release nonexempt portions and provide a written denial specifying the legal exemption for withheld material. If no responsive record is held, please tell me.
Before charges exceed [$ amount], please provide a cost estimate identifying the work, applicable rates, any special electronic-data authority and required advance payment. This request does not authorize charges above that amount or assert a fee waiver.
Please identify the received date and applicable response timetable. If additional time or procurement tolling applies, please explain the specific basis and relevant event. I have not agreed to an extension by using this template; please propose any requested agreement separately.

Keep records for Commission review or court action
The Ethics Commission accepts public-records complaints, can mediate, hold hearings and issue orders. Attach the written request, denial if any, and correspondence. It forwards documents to the public body; this is a disclosed dispute process, not a confidential tip. The public body's fourteen-day complaint response is separate from fourteen working days for record production and is not a guaranteed final-decision deadline. Mississippi Ethics Commission: records complaints
The posted September 2023 complaint form requires a prior request and expiration of the appropriate legal response period. Its reference to at least seven working days does not eliminate a valid extension or tolling. Typed forms must be completed, signed and dated; handwritten forms are not accepted. Review its truth certification personally before submitting through the form's listed route. Mississippi Ethics Commission: complaint form
Section 25-61-13 permits qualified chancery-court enforcement or review and does not require administrative exhaustion before a court complaint. It also requires written notice to the Commission when filing such a complaint. Check jurisdiction, filing/service rules and time limits promptly; this guide does not set a universal filing deadline or promise fee recovery. Mississippi Ethics Commission: published Act
The January 2026 order found improper redaction without a written specific exemption despite the agency's good-faith response. Keep the actual redacted documents, estimate, payment correspondence and explanation so the dispute can be evaluated on its facts. Mississippi Ethics Commission: January 2026 order

Does the sample create a complaint or agree to pay?
No. It is a starting request for existing records. Complete and evaluate any later official process separately. Mississippi Ethics Commission: model rules
Sources and scope
Ten primary sources checked 10-24-2026. Selected Ethics Commission Act text, 2010 model guidance, January 12, 2026 order, complaint resources and September 2023 form were read. Official SB2486 enacted section2/3 HTML was read with deleted text excluded; its approval/effective history and 2025/2026 section5 indexes were read directly after the web reader failed. DFA current-linked September2024 rules were cross-checked. The older Commission Act copy is not used for superseded procurement timing. No complete current-code, exemption or litigation-deadline audit is claimed.
