Start with the holding public body and a specific request

The Attorney General's current page routes requests for its own records to NextRequest, adopted in July 2026. It expressly directs requests for another public body's records to that body. A police contract request belongs with the holding police agency or other custodian, not the Attorney General's own-records portal. Oklahoma Attorney General: records route

The Legislature's statute index labels its compilation as updated November 18, 2025. Use the later section 24A.5 version in that compilation, not the older Senate PDF that omits newer form, fee and review provisions. This date is disclosed because it is not a complete 2026 amendment audit. Oklahoma Legislature: compilation date

Section 24A.5 allows access to any person, subject to exemptions. A public body may require its records form and ask for clarification. Give a general time frame, identifiable records and sufficiently specific search terms. After the specified engagement to identify records, a still-insufficiently-specific request may be denied. Oklahoma Legislature: Title 51 statutes

The official Senate Bill 535 history records that the measure became law without the Governor's signature on May 26, 2025. The compilation identifies the relevant section 5 amendment as effective November 1, 2025. Treat those as enactment and effective dates, not interchangeable dates. Prompt access is different from a universal thirty-day deadline

The Attorney General's July 2025 overview describes prompt, reasonable access during regular hours. Delay is limited to document preparation and avoiding excessive disruption; a simpler current request cannot be unreasonably held behind a much slower older one. Ask for the actual status and expected availability instead of assuming a first-in, first-out queue guarantees compliance. Oklahoma Attorney General: records overview

House Bill 2095 proposed a thirty-day response rule, but its opened official history shows committee/general-order progress and no enactment. This guide does not convert that proposal into an across-the-board thirty-day delivery deadline. A different thirty-calendar-day period applies to a specified Public Access Counselor denial review. Oklahoma Legislature: proposed response time

Separate copy charges, qualified searches and exemptions

Section 24A.5 generally permits reasonable direct copying/reproduction costs, with specified other-law exceptions and caps of $0.25 for paper pages up to 8.5 by 14 inches or $1 for certified copied pages. Qualified commercial or excessively disruptive requests can incur direct search costs; public-interest search restrictions and media rules also apply. Advance-payment authority is conditional, including an estimate over $75 or outstanding prior fees, with excess returned. Oklahoma Legislature: Title 51 statutes

The overview says fee schedules must be posted and fees cannot discourage access. Explain a public-interest basis truthfully and ask for the charge's authority. That does not make every requester or all reproduction costs automatically exempt. Oklahoma Attorney General: records overview

The Attorney General posts its own copying, search and legal-review/redaction schedule. That is an agency schedule, not proof that every local police department has the same charges or that every proposed fee is authorized. Ask the actual custodian for its posted schedule, estimate and legal basis before agreeing to costs. Oklahoma Attorney General: records route

The law-enforcement overview distinguishes listed records available if kept from other records with withholding rules. It also identifies mandatory confidentiality and audio/video redaction qualifications. A request for governance documents does not override privacy, tactical-security or investigation protections, and it does not establish that every policy or log is public. Oklahoma Attorney General: police records overview

The August 28, 2025 Public Access Counselor letter addresses body-camera footage still held within Tulsa police internal affairs, including qualified redactions. It explains why storage in that division alone does not eliminate the specified access duty. The letter calls itself advisory and is not an official Attorney General Opinion; it does not make all surveillance data public. Oklahoma Public Access Counselor: footage advisory

Copy and adapt the request

Use the actual agency form if required. Replace brackets with supported facts and narrow the time frame and terms. The sample seeks existing records, releasable portions and a cost explanation; it does not submit a request, establish public-interest eligibility or accept a fee. Subject: Oklahoma Open Records Act request: plate-reader governance

Under the Oklahoma Open Records Act, I request copies of these existing records held by [agency], created, transmitted or effective during [start date] through [end date], concerning [identify plate-reader program, vendor or contract if known]:

1. Written operating policies, authorized-use rules, retention schedules and audit procedures.

2. Executed equipment and data-service contracts, amendments, purchase orders and invoices.

3. Existing executed data-sharing agreements and existing lists of sharing partners.

4. Existing aggregate compliance or audit reports for [narrow date range], subject to lawful withholding or redaction.

Search terms to help identify the records: [Specific program, vendor, contract number or policy title, if known]. Please contact me if clarification would identify the existing records more precisely.

These categories do not assert that this agency uses plate readers or holds every record. I seek existing governance and spending records, not new research, individual detections, movement histories or sensitive security details.

I prefer an electronic copy in an existing format to [email]. Please identify any format limitation.

Please provide reasonably segregable nonexempt portions and identify the legal basis for withheld material. If no responsive record is held, please tell me.

Before charges exceed [$ amount], please provide an estimate identifying the applicable fee schedule and legal authority, including any search, review, redaction or advance-payment charge. This request does not authorize charges above that amount, assert a fee exemption or certify a request purpose.

Please provide prompt, reasonable access and identify the receipt date and expected availability. This sample does not set a statutory thirty-day production deadline or initiate Public Access Counselor review.

Name: [Name]

Contact information: [Email or mailing arrangement]

Request purpose, if relevant to the fee classification: [Describe truthfully; explain any public-interest basis actually supported by the request]

Other information required by the holding agency's form: [Complete truthfully]

Keep the denial-review and court clocks separate

Enacted section 24A.40 allows a qualified denial-review request within thirty calendar days after denial, excluding the Legislature and its specified bodies. It separately permits review of a request not returned promptly/reasonably. Commercial classification can be reviewed only for that classification; actual commercial-purpose requests are excluded from this review route. Oklahoma Legislature: enacted review procedure

The review statute separates initial screening, qualified seven-business-day forwarding and public-body response steps, and an Attorney General advisement within sixty calendar days after receipt. These are review stages, not ordinary production deadlines or a promise that every complaint receives an investigation. Filing suit about the same denial requires notifying the Counselor and ends the pending review. Oklahoma Legislature: enacted review procedure

The current complaint page describes screening and forwarding meritorious complaints to the public body. Keep the written request, receipt, clarification, denial and fee correspondence for that process. Oklahoma Attorney General: public access review

The posted complaint form requires a signed request with the original records request and any responses. It states that materials go to the named public body, contains a truth certification, does not guarantee investigation, and says the Attorney General is not the requester's private attorney. Complete any official submission personally and accurately. Oklahoma Attorney General: review complaint form

The official House Bill 2163 history includes a veto followed by both chambers' override and filing on May 29, 2025. That history, the enrolled text and the compiled section were cross-checked; an agency summary's different proposed effective date is not substituted for the actual history. Oklahoma Legislature: review-law history

Section 24A.17 permits specified district-court relief for requested and denied records. Before that civil suit, written intent notice must reach the public body/official and the Attorney General ten business days before filing. This is distinct from the Counselor's thirty-calendar-day review window. Successful-requester fees and a clearly-frivolous-suit defense fee rule differ. Check filing/service rules and applicable time limits promptly; no universal court filing deadline is supplied here. Oklahoma Legislature: Title 51 statutes

Sources and scope

Twelve primary sources checked 10-24-2026. The Legislature's November 18, 2025 compilation includes section 5 versions and sections 17/40, cross-checked with enacted review text and actual bill histories. The July 2026 OAG route/schedule, July 2025 overviews, complaint process/form and August 2025 advisory were read. OSCN returned human verification, which was not completed; alternate official publications were used. Selected proposed measures were not treated as law. This is not an exhaustive 2026 amendment, exemption or case-law audit.
