Public records
Nevada public records requests for surveillance oversight
Request existing governance records from the holding entity, distinguish the five-day response from production, and keep estimates, fee notices and court-review evidence.

Start with the holding entity
Nevada's 08-2020 executive-branch manual says there is no central office processing every agency's records. Identify the records official for the body holding the material. A narrow written request makes the categories, delivery and response easier to document. The manual also recognizes oral requests. Nevada Archives: dated request manual
The Attorney General's own records page lists in-person, mail, email, fax and telephone channels. That office contact is a route for its records, not evidence that it holds a city department's contracts or decides every local disclosure dispute. Nevada AG: requests for that office records
Request identifiable existing records
The manual distinguishes existing records and data production from creating a new document or manually aggregating across separate systems. Ask for the policy, executed agreement, invoice, sharing list or existing report. It does not require an agency to answer a research questionnaire. Nevada Archives: dated request manual
Read the five-business-day response carefully
NRS 239.0107 requires action by the end of the fifth business day after receipt by the custodian. The response may provide access, identify lack of custody and a known holder, give a written availability estimate, or deny access with legal authority. Readily available records must be handled as expeditiously as practicable. A missed estimate requires a written explanation and revised estimate. Nevada: current public-records chapter
Ask for accessible portions and a fee explanation
NRS 239.010 requires access to separable nonconfidential information and provides electronic-copy rights with qualifications. NRS 239.052 generally limits copying charges to actual cost unless another statute or regulation sets a fee. Waivers depend on the entity's written, posted policy. Copy and adapt the request
Replace each bracketed field and use the holding entity's current request instructions. Narrow the dates and categories to records actually needed. Nevada Archives: dated request manual

Date: [MM-DD-YYYY]
Subject: Nevada public records request: plate-reader governance
Under NRS chapter 239, I request electronic copies of these existing records in the legal custody or control of [governmental entity] for [start date] through [end date]:
1. Plate-reader operating policies, access rules, training materials and retention schedules effective during the period.
2. Executed equipment and data-service contracts, amendments, purchase orders and invoices during the period.
3. Existing lists of sharing partners and executed data-sharing agreements effective during the period.
4. Existing aggregate audit or compliance reports for [narrow date range], subject to applicable exemptions and lawful redaction.
This request concerns governance and spending rather than an individual's plate detections or movement history. It does not assert that the entity operates this technology or holds every listed record. It seeks identifiable existing records rather than a newly created analysis.
Please provide the portions that can lawfully be separated from confidential information. For any withholding, please provide written notice identifying the specific statute or other legal authority supporting it.
If records cannot be made available within the applicable response period, please provide the required written notice and reasonably expected availability date and time. If that estimate is missed, please provide the required explanation and updated estimate. If another entity has custody or control, please identify it if known.
I prefer electronic delivery in [available format] to [email]. Please identify any applicable format limitation.
Before incurring fees above [$ amount], please provide an itemized estimate and contact me so I can consider narrowing the request. Please consider any waiver available under the entity's posted policy. I understand that lawful copying fees may apply; this request does not approve charges above the stated amount.

Preserve the record for possible court review
For records held less than thirty years, NRS 239.011 provides district-court review in the county where the record is located for denial, unreasonable delay or disputed excessive or improper copying fees. A prevailing requester is entitled to costs and reasonable attorney fees. Older records have a separate qualified provision. Check current court requirements promptly. Nevada: current public-records chapter
Keep the original request, receipt, estimate, fee explanation, narrowing correspondence and denial together. The manual describes seeking a court order through judicial review. It is not simply a request sent to a general government inbox. Nevada Archives: dated request manual
