Use the agency's current request channel

Indiana's 2026 changes permit agency request portals with human verification, physical-address verification and residency information. Use the agency's published instructions rather than assuming an old email-only guide remains sufficient. The state summary lists an effective date of 07-01-2026. Separate response from production

A PAC opinion dated 10-07-2026 describes a 24-hour response rule for phone or in-person requests and seven days for mail, fax or approved-portal requests. An acknowledgment can describe how and when the agency intends to comply. This is not an unconditional promise to produce every requested record within seven days. Account for the 2026 changes

The state summary describes new provisions for suspected scraping, phishing or system-security risks, supplemental fees for out-of-state requesters, and prioritization. Ask about applicable fees before committing to a broad request. The summary also says a public-interest finding requires waiver of the supplemental fee. Indiana: 2026 enacted public-records changes

If any portion is denied, please identify the statutory basis and provide the separable nonexempt portions. Please acknowledge the request and explain when responsive records can be provided.

Please notify me before fees exceed [$ amount], including any supplemental fee applicable to my residency or entity status. [If applicable and truthful: Please waive a supplemental fee because this request serves the public interest as follows: explanation.]

If access is denied

The Public Access Counselor provides a formal complaint form. Complete all spaces, describe the denial and attach the request and response. The published guidance says complaints generally must be filed within 30 days of denial; a complaint filed before a denial or before the response period has expired may be returned. Questions and answers

Can I use the Kentucky response deadline?

No. The Indiana PAC describes its own response rules; do not import Kentucky's five-business-day period. Indiana PAC: 10-07-2026 response opinion

Does Indiana require the same residency statement as Kentucky?

Do not reuse the Kentucky statement automatically. Indiana's 2026 changes describe portal residency information and possible out-of-state fees. State your actual status. Indiana: 2026 enacted public-records changes

Does the template promise access to all police data?

No. It requests existing governance records and acknowledges that portions may be withheld. Use the agency response to determine the actual records and exemptions.
