Request records from the holding department

The Freedom of Information Commission directs requests to the agency department holding the records. It distinguishes inspection from receiving copies: an agency may ask for a written inspection request, but can require writing when copies are sought. There is no universal request form. Connecticut FOIC: holding-agency requests and appeals

Identify the policy, executed agreement, invoice, sharing list or existing audit report and a narrow date range. Use a written request for the copies sought in this template. Connecticut FOIC: holding-agency requests and appeals

Prompt production is a context-specific standard

FOIC explains that promptness depends on circumstances, including the effort required, agency workload and urgency of the information. It is not one fixed number of days for producing every responsive record. Connecticut FOIC: promptness and complaint distinctions

The 10-13-2026 OLR backgrounder distinguishes the denial rule from production. Written denial is generally due within four business days, with ten for specified personnel, medical or similar files. Failure within the applicable period is treated as denial. The report explains that FOIC guidance permits an appeal when a request is not at least acknowledged; actual fulfillment is judged by promptness. Connecticut OLR: 10-13-2026 records backgrounder

Ask for a reasonably available electronic copy

Section 1-211 requires a copy of properly identified nonexempt computer-stored data in the requested medium, including email, if the agency can reasonably make or obtain that copy. It also restricts agency contracts that impair access to nonexempt computerized public records. Format rights retain statutory qualifications. Connecticut: statutory request, format and fee provisions

Separate ordinary copies from electronic-copy costs

Section 1-212 caps ordinary per-page copies at twenty-five cents for the specified state bodies and fifty cents for other public agencies. Computer-stored copies have separate permitted-cost rules, including qualified formatting or programming and outside-service costs; ordinary in-agency search costs are excluded from that calculation. Prepayment may be required for an estimated fee of ten dollars or more. Connecticut: statutory request, format and fee provisions

The section requires waivers for listed qualifying circumstances, including an indigent individual or the agency's judgment that compliance benefits the general welfare. Explain truthful qualifying grounds; a template alone does not establish entitlement. Connecticut: statutory request, format and fee provisions

Respect disclosure and security qualifications

The 2026 supplement preserves exemptions for specified investigative information, privacy, privileged material and qualifying security risks. It does not promise disclosure of every police record. Ask for governance and spending documents with lawful redaction, rather than assuming the public can obtain sensitive techniques or security-system details. Copy and adapt the request

Replace every bracketed field and send it to the actual holding department. Keep a copy and delivery evidence. Connecticut FOIC: holding-agency requests and appeals

Subject: Connecticut FOIA request: plate-reader governance

Under Connecticut's Freedom of Information Act, CGS chapter 14, I request copies of these existing records maintained by [public agency/department] for [start date] through [end date]:

1. Written plate-reader operating policies, retention schedules, authorized-use rules and audit procedures effective during the period.

2. Executed equipment and data-service contracts, amendments, purchase orders and invoices during the period.

3. Existing executed sharing agreements and existing lists of agencies or other sharing partners effective during the period.

4. Existing aggregate audit or compliance reports for [narrow date range], subject to lawful withholding or redaction.

This request does not assert that the department operates the technology or holds every listed record. It concerns existing governance and spending records rather than a newly prepared study, individual plate detections, movement histories or sensitive operational security details.

For nonexempt computer-stored information, I prefer an electronic copy in [reasonably available format] sent to [email]. Please identify any practical or legal limitation on that format.

If a portion is withheld, please identify the legal basis and provide any portions that can lawfully be released. Please provide any denial in writing and identify the records or categories affected.

Please acknowledge receipt and provide prompt access or copies under the applicable law. If clarification or narrowing would assist, please contact me. A status estimate is requested for planning; this template does not substitute a fixed production deadline for Connecticut's promptness standard.

Before charges exceed [$ amount], please provide an itemized estimate and contact me so I can consider narrowing the request. Please identify the statutory basis, copy or medium charges, any permitted electronic-copy costs and any required prepayment. Please consider a fee waiver under CGS 1-212(d) based on [truthful qualifying grounds and supporting explanation]. This request does not approve charges above the stated amount or assert waiver eligibility without supporting facts.

Keep a timely Commission appeal separate from the original request

FOIC's instructions generally require an appeal within thirty days of the alleged violation. A complaint must be written and include contact details, the relevant dates and facts, the agency or officials involved, the records sought and pertinent correspondence. Check the current instructions promptly rather than waiting indefinitely for another status update. Connecticut FOIC: holding-agency requests and appeals

FOIC says it is a quasi-judicial complaint body, not a repository that locates every agency's information. Staff can help with procedure but do not represent a complainant. The records request and Commission complaint are distinct steps. Connecticut FOIC: promptness and complaint distinctions
