Raleigh Police Department

License plate reader records for Raleigh. Each fact keeps its source and checked date.

Written rules describe policy, not proof that every search follows it. Agency-reported camera totals have a different scope from community-mapped county points.

Program status reported by the source

The city FAQ updated September 10, 2026 describes Raleigh Police use of Flock ALPR. Some FAQ answers are attributed to the vendor.

What the public record establishes

The portal displays 29 total cameras, defined as LPR and other cameras, with an October 23, 2026 update label. This is not adopted as an LPR-only inventory, a physical audit or a count of mapped source points.

Written camera policy

DOI 1110-07, effective December 5, 2023, covers broader ALPR and IP-video systems. It sets a 90-day ALPR deletion baseline with state/federal warrant and sworn preservation-request exceptions. The request-based preservation period is one year and can reset with a renewed request or new warrant. The directive calls for annual ALPR use-and-effectiveness audits. Stored-data access is logged; employees outside the Intelligence Center need advance supervisory approval for each access. Outside law-enforcement requests must be written and approved by the chief or designee. IP-camera images have a separate 90-day maximum with investigative/evidentiary archiving. These older, broader written rules remain distinct from the separately displayed Flock FAQ statements; actual storage and compliance were not audited.

Access and oversight

The FAQ requires trained authorized employees, multi-factor authentication, documented law-enforcement reasons and a case, warrant, dispatch or other unique identifier. Activity is logged; monthly use-and-effectiveness audits go to the chief. Actual permissions and compliance were not independently verified.

Source. Checked 2026-10-23; source date 2026-09-10.

Access statement in the public portal

The portal says every access needs a valid reason and that the access record is retained indefinitely. This describes access records, not indefinite retention of plate images.

Source. Checked 2026-10-23; source date 2026-10-23.

Sharing rules

The FAQ says RPD does not grant ICE access for immigration purposes, but would provide data on request when ICE presents a legal document linked to criminal activity. This is a stated rule, not an audit of actual recipients.

Source. Checked 2026-10-23; source date 2026-09-10.

Procurement record

The FAQ reports approximately $75,000 annually. This rounded reported cost is not an independently verified payment, executed contract value or exact service term.

Source. Checked 2026-10-23; source date 2026-09-10.

Details not yet verified

Reported camera count, Named sharing partners, Contract value, Contract start date, Contract end date. No value is inferred from a county map count or another agency's policy.
