The department's July 10, 2023 media update includes an original release describing the use of photos and plate data from an OCPD Flock license plate reader during an investigation. This documents the agency's historical program statement, not a current installed inventory or an independent performance audit.

What the public record establishes

The original release says the camera used in that investigation was installed on July 7 and had been active for about twelve and a half hours. The document does not give the department's complete camera count. No incident location is converted into a camera coordinate.

Separate technology program records

The separate Community Camera Program invites residents and businesses to register private video systems. Its published terms say police cannot view registered systems remotely, may contact participants to request footage, and registration does not obligate a participant to release video. Footage remains the participant's property until requested and collected; collected footage related to crime may be used as evidence. These registry terms do not establish Flock access, a live video integration or an agency-owned camera total.
